How Much Does AI Customer Service Cost? Knowledge Base, Handoff and Monthly Budget + Free AI Customer Service Budget Template (Word)
Total cost is more than a chatbot subscription. It normally has eight layers: discovery, knowledge preparation, channel interface, integration, access and security, testing, training, and post-launch monitoring. Buying a chat box is not the same as delivering a safe service process.
This framework separates one-off build costs from monthly run costs. Define the problem and the decisions AI must never make before selecting a vendor. All figures are Allua planning ranges, not supplier quotes.
Cost layer | One-off work | Ongoing cost | Acceptance evidence |
|---|---|---|---|
Discovery | Sample enquiries and map process | Change management | Approved scope and baseline |
Knowledge | Clean, structure and resolve conflicts | Updates and version review | Sources, owner, effective date |
Channel | Interface and identity setup | Channel/message charges | End-to-end tests |
Integration | CRM/order/booking connection | Maintenance and error handling | Permissions and audit trail |
Safety | Classification, approval, masking | Access reviews | Risk list and human exit |
Testing | Evals, UAT and remediation | Quality sampling | Test set and results |
Training | Takeover, reporting and rollback | New staff and process updates | Drill record |
Operation | Launch and monitoring setup | Platform, model and support | Monthly report and incident log |
Eight cost layers
1. Discovery: sample real enquiries across sales, orders, bookings, support, refunds, complaints and sensitive cases. Record the current owner, required data, success definition and mandatory handoff conditions. A knowledge base cannot repair an undefined process.
2. Knowledge: make approved product, price, policy, location, service, procedure and exception information easy to find. Assign each source an owner, version, effective date and review cycle, and resolve conflicts between web pages and documents.
3. Channel: website chat, WhatsApp, Instagram, email and support desks have different identities, formats and rules. Pilot one channel and one use case before multiplying the test matrix.
4. Integration: answering a question differs from retrieving an order, changing a booking or creating a ticket. System writes need identity checks, permission, confirmation, error handling and audit records. Start read-only, then allow limited writes after accuracy and handoff are stable.
5. Safety: define prohibited data, sensitive-field masking, retention, staff access, vendor data handling and answers requiring human approval. Tell customers when they are interacting with automation and make human handoff easy.
6. Evaluation/UAT: test common, ambiguous, conflicting, stale, prompt-injection, emotional, no-answer and mandatory-handoff cases. Record expected answers, supporting evidence, actual output, results and corrections.
7. Training: teach staff when to take over, how to read summaries and report errors, who may edit knowledge, and how to restore the manual process. Management must define service levels, risk ownership and stop conditions.
8. Monthly operation: include platform, model, channel, integration maintenance, knowledge updates, quality sampling, reporting and incident response. Lower model prices do not automatically lower total cost: volume, context, tool calls and human review all matter.
Hong Kong planning budgets and timelines
Discovery and content-gap analysis: HK$5,000–20,000; 3–7 working days.
Knowledge preparation and approved content: HK$10,000–40,000; 1–3 weeks.
Single-channel, answer-only pilot: HK$20,000–80,000; 2–4 weeks.
CRM, order, booking or ticket integration with human handoff: HK$60,000–250,000+; 6–12 weeks.
Monthly platform, model, monitoring and support: HK$2,000–25,000+, varying by volume, channel, integration, service level and human review.
Measure instead of guessing ROI
Capture a four-week baseline: conversations, handling time, first response, resolution, reopen, handoff, qualified enquiries, CSAT and errors. Use the same definitions after the pilot. Time saved must reflect labour that can actually be reassigned.
Acceptance should cover evidence-backed accuracy, recall for mandatory handoff, honesty when no answer exists, transfer-context completeness, resolution, reopen rate and complaints. OpenAI guidance recommends starting with a single agent, adding guardrails, tracing and evaluation, then increasing complexity only when evidence supports it.
Three brand scenarios
Retail: branch details, stock guidance, order status and returns; refund approval goes to a person.
Health services: service information, location, booking and approved preparation only; escalate symptoms, diagnoses, emergencies and medical data.
Professional services: collect company type, need, timing and budget, provide a checklist and book a call; no legal, financial or case commitments.

One-off total = lines 1–8. Monthly total = lines 9–12. First-year cost = one-off total + monthly total × 12.

Worked arithmetic only, not a quote: HK$50,000 one-off + HK$6,000 × 12 = HK$122,000; with 15% contingency = HK$140,300.
FAQs
Can the cheapest pilot upload FAQs? Yes for low risk, but each FAQ needs an owner, date, conflict handling and human exit.
Is model usage the biggest expense? Not necessarily; knowledge, integration, testing and quality can matter more.
How soon can it launch? A read-only single-channel pilot can often be planned for 2–4 weeks; writes, multiple channels or high-risk data commonly require 6–12 weeks or more.
