AI Agent vs Chatbot vs Automation: A Practical SME Selection Guide + Free 12 Question AI Selection Template (Word)

All three can help with work, but they make decisions differently. A chatbot mainly interprets questions and responds. Rule-based automation moves data or triggers actions under predefined conditions. An AI agent lets a model choose the next step and tools within defined limits. The most advanced option is not automatically the best; stable, low-risk workflows often belong in deterministic automation.

OpenAI's practical definition of an agent is a system in which the model manages workflow execution, selects tools and knows when to finish or hand control back. A system that only chats, generates a single response or classifies text is not necessarily an agent.

Which approach fits five common workflows?

1|Answering frequent questions

When answers come only from an approved knowledge base and no record is changed, start with a chatbot or searchable FAQ. Require sources, an honest “I don't know” path and human escalation. The system does not need free access to back-office tools.

2|Routing form enquiries

When routing rules are clear—service, location, budget and urgency—deterministic automation is easiest to verify. AI may classify free text, but outputs should be restricted to approved categories with a confidence threshold.

3|Drafting quotations

A chatbot or controlled AI tool can read client details and an approved price list to prepare a draft. Authorised staff approve price, discount and terms. Only when the system must query CRM, select an option, calculate and write back should it gradually evolve toward an agent.

4|Cross-system follow-up

An agent becomes useful when the workflow reads email, checks CRM, searches documents, creates tasks and drafts replies, with a different route for each case. Use least-privilege tools and approval gates for sending, record changes and refunds.

5|Payments and refunds

Do not let the model decide these high-risk actions alone. Automation can collect data and AI can summarise or recommend, but payments, refunds and cancellations need identity checks, amount thresholds, dual approval and audit records.

Selection principles

Do not force an agent onto stable rules

Fixed triggers, data and outcomes are cheaper and more predictable in automation. Agents fit changing rules, natural-language or document inputs, and multi-step judgement.

Start with one workflow

Map inputs, decisions, tools, outputs, exceptions and approvals. The first pilot should be reversible, limited in impact and supported by enough real cases for acceptance testing.

Tool permissions matter more than a clever prompt

Instructions cannot replace authentication, data separation, limits and audit trails. Give the agent only the data required. Separate read, write, send and payment permissions.

Add traces, retry limits and handoff

The OpenAI Agents SDK treats tools, handoffs, guardrails and tracing as core capabilities. Record model input, tool calls, results, errors and approvals. Stop when retries, confidence or risk thresholds are exceeded.

Hong Kong SME budget and timing

These are Allua planning ranges, not fixed quotations: HK$8,000–30,000 for one rule-based automation; HK$15,000–60,000 for a knowledge-based chatbot with human handoff; and HK$40,000–200,000 for an agent pilot connected to multiple systems with permissions and acceptance tests. Ongoing model or platform use, monitoring, knowledge updates and support are separate.

A simple automation may pilot in one to three weeks. An agent commonly needs four to twelve weeks depending on APIs, data quality, permissions, exceptions and test cases. Establish a quality baseline with a capable model, then test whether smaller models can meet it before optimising token cost.

Answer yes, no or uncertain. Mostly yes to questions 1–4 points to automation; questions 5–8 to a chatbot or controlled AI; questions 9–12 justify evaluating an agent. Any high-risk permission still requires a human approval design.

01|Is the trigger fixed?

Examples include a form submission, scheduled time or status change. Fixed triggers favour automation.

02|Can the rules be written as if/then?

If most exceptions are explicit, do not give the model unnecessary discretion.

03|Is the output fixed?

Moving fields, sending acknowledgements and creating tasks favour automation.

04|Is an error easy to reverse?

Reversible, low-impact workflows make safer first pilots.

05|Is language understanding the main value?

For answering, summarising, classifying or drafting, a chatbot or single AI step may be enough.

06|Must answers cite a knowledge base?

Require sources, version dates and human escalation when the source has no answer.

07|Is ongoing conversation required?

If the system clarifies needs but does not operate tools, a chatbot is the direct fit.

08|Can a person approve the output?

Drafts reviewed before sending usually carry lower operational risk.

09|Does the route vary each time?

When the system chooses the next step from context, agent value increases.

10|Must it select among several tools?

CRM, documents, email and task systems are a typical agent scenario.

11|Must it decide when to stop?

Define completion, retry limits and a failure handoff.

12|Will it take high-risk action?

Payments, refunds, deletions, sending and official record changes require permissions and approval regardless of the label.

Frequently asked questions

Does a chatbot become an agent when it has an API?

Not necessarily. A fixed sequence of API calls can remain automation with a conversational interface. Agent behaviour appears when the model manages workflow and tool selection within constraints.

Can an agent log into every company system?

It should not. Use a dedicated identity, least privilege, a test environment, an action allowlist and audit logs. Approve high-risk writes explicitly.

Can every failure be fixed with a prompt?

Some failures come from instructions, but many come from data, tool definitions, permissions, exceptions, interfaces or weak acceptance testing.
