AI Tools Look Cheap by the Month—Here Is How Hong Kong SMEs Should Calculate Total Cost + Free AI Total Cost Template (Word)
A HK$200 monthly AI plan does not mean the business spends only HK$200. Approve the 12-month total cost of ownership (TCO): subscription, usage, integration, data preparation, human review, security, monitoring, maintenance, training, switching and downtime. The subscription is merely the first beep at the checkout.
The useful question is not only “what is the token price?” but “what does one valid enquiry, approved draft, verified invoice or successful follow-up cost?” The FinOps Foundation recommends expanding from token cost to cost per assist, agent action or case. Google, AWS and Microsoft similarly emphasise usage visibility, model choice, workflow boundaries, monitoring and accountability.
Separate three layers of cost
Layer one is visible vendor spend: seats, APIs, models, storage, messaging, search, OCR and connectors. Layer two is implementation: process analysis, prompt and rule design, knowledge, permissions, testing, data cleanup and integration. Layer three is operation: review, exceptions, monitoring, re-testing, vendor changes, staff training and downtime. Comparing only layer one creates a cheap entrance and an expensive exit.
A 12-month TCO formula
12-month TCO = one-off design and integration + 12 months of fixed fees + usage charges + human operation and review + risk/downtime reserve + exit or switching cost. Divide this by accepted outputs to obtain cost per valid result.
Worked example: an SME classifies and drafts 2,000 customer messages per month. Tools and APIs cost HK$5,500 monthly; workflow, integration, permissions and testing cost HK$72,000; monitoring, sampling and content upkeep cost HK$9,000 monthly; annual training and re-acceptance cost HK$24,000; downtime and switching reserve is HK$30,000. Twelve-month TCO is HK$300,000, or HK$25,000 per month. If 18,000 drafts meet the agreed correctness-and-approval standard, cost per accepted draft is about HK$16.67. This is an illustration, not a vendor quote.
Do not compare unlike items in one price cell
Cost layer | Includes | Often missed | Primary metric |
|---|---|---|---|
Vendor | Seats, models, API, storage, messaging | Overage, connectors, retries | Monthly total |
Implementation | Workflow, integration, data, access, testing | Fixes, legacy constraints | One-off total |
Operations | Review, monitoring, maintenance, training | Exceptions, model updates | Cost per approved output |
Risk / exit | Downtime, rework, contracts, data export | Lock-in, migration, contingency | Reserve and incident cost |
A cheaper model that creates more review, escalations or repeated customer explanation may cost more overall. A stronger model used only for high-value or high-risk steps, with a smaller model handling classification and formatting, can reduce total unit cost. Route by task difficulty instead of forcing one model across the company.
Hong Kong planning budget and timeline
For one low-risk departmental workflow, a two-to-four-week proof of concept can reserve HK$15,000–40,000 for process, data, configuration and tests, excluding software and API usage. A six-to-twelve-week pilot connecting CRM, email, WhatsApp, knowledge, permissions and audit may start around HK$60,000–180,000+. Cross-department work, sensitive data, customer sends or multi-system writes require fuller security, legal, rollback and monitoring scope. These are Allua planning ranges, not fixed quotations.
How to prevent runaway AI spend
Give each workflow an owner, monthly limit, unit cost and stop condition. Label development, test and production use separately. Limit prompt and response length. Route only difficult work to stronger models. Use approved templates or caching for stable answers. Log retries, human takeover and external tool charges. Review value using accepted outputs, not total requests. AWS also recommends explicit agent boundaries and exit conditions to prevent unbounded resource use.

For every line record one-off HK$, monthly HK$, volume, unit price, owner and evidence. Build conservative, expected and high-usage scenarios. Example: “human review = 300 minutes per month × HK$4 per minute = HK$1,200.” Divide annual cost by the number of outputs that passed acceptance.

Frequently asked questions
Is a monthly plan automatically easier to control?
No. The fixed part may be predictable while overages, extra seats, connectors, review and plan upgrades still rise. Use both spending alerts and cost per accepted output.
Should we buy the highest tier first?
Start with the lowest tier that safely supports the pilot. If permissions, audit, API access or retention are inadequate, the plan is not cheap—it is unfit.
When should a pilot stop?
Define the stop rule in advance: for example, two failed acceptance rounds, no reduction in human effort, unit cost above the current process, or an unmet security requirement.
