Google Ads Clicks but No Enquiries? A 6-Layer Troubleshooting Guide + Free Google Ads Enquiry Template (Word)
Clicks without enquiries do not automatically mean the platform sent the wrong people. The failure may sit in search intent, the ad promise, the landing page, the form, measurement or sales follow-up. Change one layer at a time, starting closest to the click, so each decision is supported by evidence rather than guesswork.
First confirm whether enquiries are absent or merely unmeasured
Compare Google Ads conversions with GA4 form_start and form_submit, website back-end records, email, phone and WhatsApp logs. GA4 defines form_start as the first form interaction in a session and form_submit as a submission. If the back end has enquiries but analytics does not, repair measurement before rebuilding campaigns.
The six-layer diagnostic order
Layer | Question | Primary evidence | Action |
|---|---|---|---|
1 Search intent | Do actual queries show commercial intent? | Search terms, location, device | Exclude mismatches; retain valuable queries |
2 Ad promise | Are headline and CTA clear? | Assets, keywords, CTR | Rewrite one core promise |
3 Landing page | Does the first screen deliver the promise? | Page, speed, form_start | Improve message, proof and CTA |
4 Form and tracking | Does submission work and count once? | form_submit, back end, confirmation | Repair events, de-duplication and cross-domain |
5 Response process | Are enquiries missed or answered too late? | Inbox, CRM, response time | Assign owner and response standard |
6 Quality and revenue | Do submissions become qualified opportunities? | Qualification, quote, sale | Import offline outcomes and adjust bidding |
Start with search terms, not keyword labels
The Google Ads search terms report shows the actual queries that triggered ads. Group them into purchase intent, research, jobs or free learning, and irrelevant traffic. Compare clicks, form starts, submissions and qualified rates. Add negatives for clearly wrong intent; if the query is commercially relevant, inspect the ad-to-page journey next.
Make the ad and landing page answer the same question
If an ad promises a same-day quote but the landing page opens with company history, the visitor must hunt for the next step. Google advises matching the CTA, keyword and landing page. Above the fold, clarify the offer, audience, limits, evidence and next action. Test loading, buttons, keyboard, errors and confirmation on a real phone.
Optimise for business outcomes, not CPC alone
Cheap clicks can carry weaker intent. Separate form submissions from qualified enquiries. Where appropriate, import qualified, quoted or won outcomes using offline conversions or enhanced conversions for leads. Google's documentation explains how first-party data and click identifiers can support attribution; implement consent, privacy, hashing and retention controls first.
Hong Kong planning budget and timeline
Plan roughly HK$6,000–15,000 for an account, search-term, tracking and landing-page diagnosis. A scope covering GA4 or Tag Manager repairs, phone and WhatsApp sources, page copy and first campaign corrections may start around HK$18,000–50,000. Ongoing media management may start around HK$15,000–60,000+ per month, excluding media spend. Diagnosis usually takes 3–7 working days and implementation 2–4 weeks, depending on access and data volume. These are Allua planning ranges, not fixed quotes.

How to use it: record current state, evidence, owner and deadline for every item. Fix measurement before traffic or copy. Example: if Google Ads records eight conversions but CRM shows three enquiries, investigate duplicates, test traffic and conversion actions before raising budget. Frequently asked questions
Should I troubleshoot with low click volume? Yes, but focus on settings, search terms and tracking; do not declare a winner from a tiny sample.
Keywords or landing page first? Fix wrong traffic first. If intent is sound but form starts are low, repair message and CTA. If starts are high but submissions are low, inspect the form.
Does accurate conversion tracking prove the ads work? No. A submission can be spam, recruitment or a poor-budget lead. Connect it to qualification, quotations and revenue.
